<p>The official opening of the judicial year of the ECHR took place on 24 June 2022. The event included a judicial seminar on the topic <i>Human rights protection in the time of the pandemic: new challenges and new perspectives</i>, attended by leading figures from the European judicial circles.</p>
<p>This was followed by the ceremony to mark the official opening of the judicial year 2022. President of the Court, Robert Spano, and the President of the Hellenic Republic, Katerina Sakellaropoulou, addressed representatives from the highest courts of the member States of the Council of Europe and from local, national and international authorities.</p>
<p>The guest of honour at this year’s opening ceremony was Dunja Mijatović, Council of Europe Commissioner for Human Rights.</p>

<div class="componentText property" propertyname="bodyHtml"><p>Protocol No. 15 to the Convention reduces from 6 to 4 months the time-limit for lodging an application before the Court after the final domestic decision taken in the framework of the exhaustion of domestic remedies. This new four-month time-limit came into force on 1 February 2022. However, it only applies to applications in which the final domestic decision in question was taken on or after 1 February 2022. This change of time-limit was adopted by the (then) 47 member States of the Council of Europe.</p>

<div class="feedBody"><p>The ECHR has declared inadmissible the application in the case of <b>Jordan v. the United Kingdom</b>,</p>
<p>The application concerned the investigation into the death of the applicant’s son who was shot and killed by an officer of the Royal Ulster Constabulary in 1992. </p>
<p>As no new aspects or issues had arisen in the facts of this case, and as the Court had already found a violation of the procedural limb of the right to life, which included a finding that the investigation had not been started promptly and had not been carried out quickly enough, it did not have jurisdiction to now re-examine the issue of investigative delay.</p>

</div><p>Students from the University of Strasbourg have been declared the winners of the 2022 René Cassin advocacy competition for law students after beating a rival team from the University of Lausanne.</p>
<p>The final round of the 37<sup>th</sup> René Cassin competition in French took place at the Court on 17 June 2022 before the jury made up of judges of the ECHR, lawyers, academics and representatives of the competition’s partner institutions. It was chaired by Gabriele Kucsko-Stadlmayer, Section President at the Court.</p>

</div><p>In the case of <strong>Haščák v. Slovakia</strong> the ECHR held that there had been a violation of the right to respect for private and family life.<br />
The case concerned a surveillance operation (“the Gorilla operation”) carried out in 2005 and 2006<br />
by the Slovak Intelligence Service and the intelligence material obtained by it.<br />
The Court found the deficiencies in the applicable rules and procedures and the lack of external oversight of both the SIS operation and the retention by the SIS of some of the resulting data, and that both had thus not been in accordance with the law for the Convention purposes.</p>

<div class="feedBody"><p>In the case of <strong>M.N. and Others v. Türkiye</strong>, the Court found that the deportation of Tajiks in an irregular situation would not violate the Convention. It found that the applicants had failed to establish that they would run a risk of persecution or treatment contrary to the prohibition of torture if returned to Tajikistan, either because of any political or social activity in their country of origin or because of the conditions of their arrest in Turkey. The ECHR also instructed the Government not to deport the applicants until the judgment in this case had become final.</p>
