On 19th July 2025, Nepal started blocking access to Telegram. The Nepal Telecommunications Authority (NTA) reportedly instructed Internet Service Providers (ISPs) to block access to Telegram over online fraud and money laundering concerns.

This is not the first time Nepal restricted access to social media platforms. In November 2023, we reported the blocking of TikTok, which was lifted almost a year later in August 2024.

The following chart aggregates OONI measurement coverage from the testing of Telegram in Nepal between 22nd June 2025 to 27th July 2025.

As is evident from the chart, all OONI measurements from 19th July 2025 onwards presented anomalies, providing a strong signal of Telegram blocking (especially when viewed comparatively with previous measurements, all of which were successful). When looking at the anomalous measurements, we see that Telegram’s web version is blocked because the HTTPS GET requests to web.telegram.org result in failures, while many attempted connections to Telegram mobile app endpoints failed too.
